Japan's new prime minister Yasuo Fukuda is hoping he can show a little diplomatic flair to improve the country's thorny relationship with China. Mr Fukuda sets off today on a four day visit to Beijing to continue the reconciliation drive started by his predecessor Shinzo Abe.

A top Japanese diplomat says a split seems to opening between China's military and diplomats in the refusal to allow United States Navy ships into Hong Kong. The ambassador has also given an account of Japan defeating China's opposition to get Australia and India accepted as a member of the East Asia summit.

China and Japan have failed to make any progress toward resolving a long running dispute over energy resources during weekend talks in Beijing. Both nations claim the rights to large reserves of oil and gas in the East China Sea which overlap territorial boundaries.

China is already pumping gas from the disputed zones despite protests from Tokyo. With billions of tons of oil at stake and despite 11 meetings so far, the issue remains one of the most troublesome in the relationship.

Former Australian Prime Minister, Paul Keating has come out saying the Asia Pacific leaders summit must start to deal with the deteriorating relationship between Japan and China. He says that Asia Pacific must start to confront the divide between Japan and China, and build on the foundation laid down by the creation of the APEC summit.
